Captive Resources Announces Updated Health Solutions Leadership Structure

March 18th, 2026

Itasca, IL — Captive Resources, LLC, a leading consultant to group captive insurance companies headquartered in Itasca, IL, has announced an updated leadership structure for its Health Solutions business. Building on the Executive Committee updates announced last month, these updates further strengthen the organization’s commitment to strategic growth, operational clarity, and strong partnerships with brokers, members, and carrier partners.

Here’s an overview of the updates to our Health Solutions leadership team:

Joe Parrilli — Chief Business Officer, Health Solutions

In his role as Chief Business Officer, Parrilli will maintain executive responsibility for captive budgets, including both growth and renewals, and for alignment across the Health Solutions business. He provides executive leadership to the Managing Director group and ensures alignment with carrier partners at the captive practice level. Parrilli also oversees key HR functions, including performance management, compensation, and overall team operations.

Kevin Hallen — Managing Director, Health Solutions

As Managing Director, Hallen is responsible for leading the Health Solutions Captive Executive (CE) team, including performance management, training, and resource allocation. He oversees captive performance, including key performance metrics, working closely with Health Solutions Underwriting (HSU) and fronting partners. Hallen serves as a primary escalation point for member, broker, and carrier matters and represents Captive Resources at the board level across assigned captives and carrier relationships. He also maintains accountability for team-related HR matters.

Dave Gillis — Managing Director, Medical Stop Loss

In his role, Gillis leads the Business Development Leaders (BDL) and Business Development Executive (BDE) teams, with responsibility for performance management, training, and production standards. He oversees business development budgets and reporting, drives broker engagement and coverage strategy, and maintains senior-level broker relationships. Gillis also holds responsibility for HR-related functions across his team.

“These leadership updates underscore both the commitment of our Health Solutions leaders and the meaningful impact they are already driving across the business,” said Steve Gransbury, President of Health Solutions. “This structure brings greater clarity to roles and responsibilities that have already been in practice, positioning us to execute more effectively and continue delivering strong results for our partners and clients.”
